On this poll, I have asked about the future of E-government, people still have doubt about e-government. There are a same number of vote on 2 of the answer which this is the first time this kind of result apear. Both of the answer are totally opposite of each other and this show that people are still not fully understand about e-government.

More Government Agencies In Malaysia Establish Onine Presence

In Malaysia, amount of government agencies are now increasing and appearing online, assessment programme was conducted by three government agencies which are Multimedia Development Corporation(MDeC), the Ministry of Science, Technology and Innovation(MOSTI) and the Malaysian Administrative Modernisation and Management Planning Unit(MAMPU).

There were 1133 portals and websites were assessed. The ranking of number of international e-government serveys, and most recent by the three government agencies in Malaysia. Government agencies in Malaysia have woken up opportunity to leverage the internet which engage with the residents and visitors.

Technology on E-government include both online services and usage in government offices.

Information is very important for electronic government and it is always in demand. Access to a accurate and latest information has already become vital in today's global marketplace. The government requires larger access to information to support decision-making and operational processes. The government also need wider access to information to facilitate its extended relationships. The information is gathered from various systems and sources and then organized and stored so that it is easily accessible to those who need it and when they need it.

For example, Generic Office Environment is designed to support resource and data management across government. This system allows the search, retrieval and manipulation of information from various forms and sources for daily operations and is location independent.

Mining the data and resources stored in its repository is made meaningful through the Enterprise-wide Information System.

Using Data Warehouse and Data Mining technologies, it is clear that the problem of too much data, too little information can be resolve and relevant information can be classified and found easily when someone need it, this technology also improve government's operational effectiveness.

Multipurpose Card

The National Multipurpose card seeks to develop a common platform for a Multipurpose Card (MPC) that enable government to implement smart card without duplicate effort and investment. The MPC implemented through the GMPC and PMPC projects. In result, GMPC and PMPC are the developer of MyKad and Bankcard.


The objectives of the MPC Flagship Application are :-
  • to provide government and payment application.
  • to improve security convenience of existing and new applications delivered on the MPC platform
  • to provide improved services to customer
MyKad equipped with secured 64k microprocessor chip was developed by the National Registration Department (JPN) and ICT agency. MyKad has multiple uses which includes National ID, driving license, passport information,health information, Touch N Go, MEPS cash, ATM and public key infrastructure. The development and the use of the chips based Bankcard with Malaysian Electronic Payment System (MEPS) started in 2000. Bank Negara Malaysia are the main agency to carry out the implementation. The Bankcard contains three payment such as ATM, E-Debit and MEPS Card. The use of the Bankcard means cashless payment. It can be used in retail, vending machines, car parks and transport. The use of the PMPC project (ATM, e-Debit and MEPS cash) started in early 2001. The Bankcard was officially launched on 28 February 2003.

People who knows about e-government are mostly the younger one. Therefore, the services that people most likely want to have it voting and voter registration. This is because with the registration online, people do not have to rush to a place to register in order to have the right on Malaysia which is voting. On the other hand, Renewing driving license is also one of the high demand services with people want. Usually, if we want to renew our driving license, we have to wait for a long time in order to do that. But if the services is online, it wont save a lot time for both the citizen and government.

    An Integrated Approach - Electronic Government

    For the last two decades, the Government has been spending more than three billions Ringgit on ICT software, telecommunications equipment, project management and systems development. To improve daily operations and services, programs like information System Plan (ISP) were used for each ministry and other agencies which aim at sharing of common information systems among government agencies. Large allocations were given to ministries which contributes towards government revenue collection like road transport department, immigration department, royal Malaysian Police and National Registration department. Agencies like the Social Security Organization and the office of the Register of businesses for the country were not neglected too. With E-Government programs the government department and agencies were heading towards an era of modernization and efficiency using information technology and multimedia and coordination.

    Implemention structure of the Malaysia E-Government

    The figure above showed the program management structure. As shown in the figure above, the highest level of the E-Government implementation structure is the E-Government Steering Committee, which is chaired by the Chief Secretary to the Government. MAMPU acts as the secretariat to the E-Government Steering Committee. Besides that, the E-Government Programme Management Group is chaired by the Director-General of MAMPU. The Director-General of MAMPU has the responsible for the overall planning, monitoring progress and coordination of cross-project issues. In the other hand, project management divided into two groups, Project Implement Team which supported by agencies and consortium; Project Support Team which supported by MAMPU and consultants. By the way, The sub-teams also supported by the Agencies and the consortium.

    What people want from E-government?

    Several research has been conducted by the US. The main aim for this investigation is to find out what people think of e-government. They asked, "Who is asking citizens what services government should provide electronically?"and “What do citizens say they want?” In overall, they receive information from over 14 states and few other private companies and organizations. the information they receive are about the particular e-government initiatives and references to various articles, report and general knowledge about the question. These efforts are being conducted in a variety of ways, with different levels of formality and statistical reliability. There is also informal surveys conducted. The informal surveys tent to offer only a fixed list of e-government services. From the response of these surveys, driver’s licenses and voter registration usually top the list of desired e-services which most people asking for. In e-government, the significant group of people asking for it is the citizen. Renewing a driver’s license was the typically the first choice among the survey because people nowadays is always pack with daily routine. Therefore, most of them think that e-service should be more develop and offer more services. As the conclusion, e-government is the "future" of a country managing and services which cannot be neglected.

    E-Government means by the strategic, co-ordinate use of information and communication of technologies (ICT) in public control and political decision-making. The good is it can estimate to deliver greatest efficiency of the institutions concerned, improvement in public services and also political participation. Fast results can only be expected an institutional base and technical and infrastructural facilities already form. In the future, the introduction of e-government will mainly be concentrate to the industrial and more developing countries. However, potential uses also opening up for those poor countries, such as Indonesia, Cuba, Arab and so on. In some cases, the problems to reform are not so much financial and infrastructural difficulties as political blockades. E-government can develop cooperation of supporting neighbor countries in devising and implementing political and administrative reforms and improve market in public. Except for the new technologies. E-government should promote governance and strengthen in politics and civil society, so that it's easily to used by peoples even though for those peoples that not really know how to use internet.

    Electronic government also known as e-gov. Electronic government aims to provide all citizens with an efficient and alternative medium which is also creating an easier and cheaper way for the interaction between citizens and some government services and public sector agencies. Citizens can access to the government services without going out to the government offices, this can reduces the cost of transport for citizens which live far apart from the government offices.



    In Malaysia, My E.G. Services Berhad and its Group of companies is basically immerse in the business of development and accomplishment of Electronic Government (E-Government) services and the outline of other related services for the Electronic Government Initiative as well as investment holding. The Electronic Government Initiative is a government program which concentrates on delivering ameliorations in terms of how the government manages internally, and how government conveys services to the citizens. The overall Electronic Government Initiatives concentrates on empowering citizens to retrieve message and perform business deal with various Service Suppliers in a convenient, efficient and timely manner by exploiting its Electronic Services (E-Services).
