On this poll, I have asked about the future of E-government, people still have doubt about e-government. There are a same number of vote on 2 of the answer which this is the first time this kind of result apear. Both of the answer are totally opposite of each other and this show that people are still not fully understand about e-government.

More Government Agencies In Malaysia Establish Onine Presence

In Malaysia, amount of government agencies are now increasing and appearing online, assessment programme was conducted by three government agencies which are Multimedia Development Corporation(MDeC), the Ministry of Science, Technology and Innovation(MOSTI) and the Malaysian Administrative Modernisation and Management Planning Unit(MAMPU).

There were 1133 portals and websites were assessed. The ranking of number of international e-government serveys, and most recent by the three government agencies in Malaysia. Government agencies in Malaysia have woken up opportunity to leverage the internet which engage with the residents and visitors.

Technology on E-government include both online services and usage in government offices.

Most of the people do know that e-government is something the include both online services and the usage of its technology in government office or document arrangement. However, all these function of e-government was no totally utilize by the government of Malaysia.

Information is very important for electronic government and it is always in demand. Access to a accurate and latest information has already become vital in today's global marketplace. The government requires larger access to information to support decision-making and operational processes. The government also need wider access to information to facilitate its extended relationships. The information is gathered from various systems and sources and then organized and stored so that it is easily accessible to those who need it and when they need it.

For example, Generic Office Environment is designed to support resource and data management across government. This system allows the search, retrieval and manipulation of information from various forms and sources for daily operations and is location independent.

Mining the data and resources stored in its repository is made meaningful through the Enterprise-wide Information System.

Using Data Warehouse and Data Mining technologies, it is clear that the problem of too much data, too little information can be resolve and relevant information can be classified and found easily when someone need it, this technology also improve government's operational effectiveness.

Electronic imaging and video technology have become advanced in recent years. New hardware and software developments have enhances the ability to capture, store, process, transmit and display still and motion images. Having realized that interpreting and understanding conventional text and numerical computer outputs can be tedious and time-consuming, governments have invested in a combination of visualization software, such as pictorial representations of complex computer calculations and imaging hardware, to overcome these weaknesses and increase productivity.

关于电子文件管理的重要性,

就先举个例子,

在电子政府还没电子文件管理的科技前,

Andrew先生必须在办公室内呆上好几个小时来寻找他所要的文件,

有时候找了一叠有一叠的文件,才能找得到。

但,有了这项科技,人民就可以省下许多时间,甚至是金钱。

  • However, after the exist of this technology, citizen can save a lot of time, and even money.

当然,政府机构在管理文件时,

  • Without a doubt, when the government agency manage the document,

也变得轻而易举,

  • it become much more easy,

在管理任何事情时,都会变得更有效率。

由于政府是一个很大的资料库,

Electronic Documents Management Technology in E-Government

In the earlier, I mentioned about the technologies for Electronic Government, in simple words, it is something about the current technologies use in electronic government. Inside the topic, Electronic Document Management is also mentioned and it is very important.

About the importance of Electronic document management, lets quote example to show it out. For example, Andrew is a lawyer, he is finding some contracts of the government worker as a reference, when there does not have the electronic document management technologies, Mr. Andrew need to spend couple of hours to finding for the contracts. He need to find out the contracts among the countless paper.

But, after the exist of electronic documents management technology, Mr. Andrew no longer need to get in trouble, what he need to do is just open the computer, search for the contract online, he will found the contracts or documents within a second. Moreover, he can also found out the different version of the document.

Although searching documents is just the action we done everyday, however, after the exist of this technology, citizen can save a lot of time, and even money. Without a doubt, when the government agency manage the document, it become easier, government agency can also done their task efficiently.

Since government is a large "database", so that, Electronic Documents Management Technology is very important for electronic government.

This is the poll result picture

It has been a week since the poll has been posted up in our blog. The poll question is "do you think e-government in malaysian is develop enough?" From the responses of those who visited our blog, I notice the 80% of them fell that e-government in malaysia is not develop enough even though e-government in malaysia has been started for the last 7 years which is the time when the MyCard came out. However, nothing have change in the past 7 years. E-government in malaysia is still the same. But from a friend of mine, I found out that E-government is going to be complete in at 2011 which is a year from now. Do you think e-government can be complete in just a years? From the chart we know that e-government is still an unknown for the public. But as for those who knows about e-government have also no confident for the government technology. They do not think that e-government can be reliable enough for them. However, these challenges can be solve as long as the government put some effort into improving the government technology.

Malaysia ranks 11 in e-government implementation

Minister in the Prime Minister's department Tan Sri Dr Koh Tsu khoon reminded the Civil Servants not be too pleased even though Malaysia was placed 11th in world ranking in the implementation of e-government. Malaysia has improved from 25th place in 2007 to 11th in 2008. With the Malaysia Prime Minister, Datuk Seri Najib Tun Razak vision of 1 Malaysia Concept : People First, performance Now, it will further improve our ranking. The minister was commenting on Malaysia's achievement on e-government done by the Brookings Institude of the United States. Dr. Koh also reminded the Civil Servants to improve their productivity services to the public. He also reminded that one must not only use high technology to improve efficiency but also be sensitive in all matters by putting people first. On e-government , Dr. Koh stated that the system should be further expanded by putting up more Kiosks as the source of information to the public. 1 e-government is for 1 Malaysia as it will be more effective by allowing people able to access to information which will bring the people closer to the government. The people in the remote areas in Sarawak are now able to access to internet with the aid of satellites.

Web-Based Technology in E-Government

Now, web-based technology is in Malaysia's electronic government. Citizen or user can always using the electronic government service with web-based technology.

For example, Mr. Jonathan, which is a sales executive works in a shop somewhere beside the Asian Cafe. The previous renewal of his driving license consumed the whole day of his day off, sitting at the Road Transport Department, waiting for his number to be called. This method is very inconvenient and "unclever".

Today, he can strolls over to the cyber cafe beside the Asian Cafe during his tea break, inserts his government multipurpose card which is also known as MyKad to automatically retrieve his driving license information, swipes his credit card and his driving license will renewed instantly.

With the web-based technologies, the government service for user or citizen became more convenient, flexible and simple. Citizen or user no longer need to consumed the whole day time for renew their driving license.
